Summary

Brisbane Catholic Education is seeking a Manager, Planning & Development to lead the strategic planning and development of our school infrastructure portfolio across the Archdiocese of Brisbane. This senior leadership role plays a critical part in shaping how and where Catholic education grows, with responsibility for master planning, demographic and enrolment analysis, land due diligence, and government funding submissions to support both new school developments and the expansion of existing sites. Reporting to the Head of Planning and Construction, you will lead the planning and development function within Corporate Services and work closely with internal and external stakeholders to deliver evidence‑based, future‑focused infrastructure outcomes.

About the opportunity

In this position you will:

  • Leading school master planning to inform future capital investment, delivery and maintenance
  • Providing high‑level advice on demographic trends, enrolments, socio‑economic data and growth forecasting
  • Managing property due diligence, land acquisition and disposal advice aligned to BCE’s strategic priorities
  • Coordinating Commonwealth and State government capital funding applications
  • Navigating complex governance and approval pathways across BCE, schools, parishes, the Archdiocese and CEQL
  • Engaging and managing high‑calibre external consultants including architects, planners, engineers and project managers
  • Collaborating closely with construction teams to support the successful delivery of school projects
  • Developing and maintaining BCE’s property and facilities data to inform long‑term planning
  • Provide staff with regular and effective feedback on performance and support their professional growth and development to foster a high performance team

About you

To be successful in this position you will bring relevant contemporary skills and experience including:    

  • Significant experience in land use planning, master planning, or large‑scale infrastructure planning
  • Demonstrated ability to lead teams and specialist consultants
  • Strong analytical capability across demographics, enrolment forecasting and socio‑economic data
  • Proven experience working within a multi-jurisdiction or public/education sector environments
  • Exceptional stakeholder management, communication and influencing skills
  • Demonstrating agility in creating, executing, and adapting plans to address an organisation's evolving needs.  
  • An understanding of student, teacher and community experience of learning, engagement, wellbeing and faith within schools.  
  • Tertiary qualifications in property, urban or town planning, architecture, or a related discipline (postgraduate qualifications desirable)
